Editorial Update — October 19, 2026

The NCAA Division I Cabinet approved the 10-day January notification-of-transfer window for both FBS and FCS football on October 7, 2026. The Cabinet also adopted restrictions on coaches and other team-specific staff attending other teams' contests, subject to stated exceptions. Those provisions are no longer pending proposals. This article was originally published October 3 and the analysis below reflects the pre-vote situation; it must not be used as a statement of current rule status. The separate off-campus recruiting person-days and staffing proposals described below should not be assumed adopted without their own final NCAA legislative confirmation. Original October 3 Report — Historical Pre-Vote Analysis

What Is Actually Up For A Vote

Division I football recruiting could change materially for 2027, but the changes are not final today.

The NCAA's FBS and FCS oversight committees have advanced separate football-calendar and off-campus recruiting packages to the Division I Cabinet. The Cabinet is scheduled to meet Oct. 6-7, 2026. Several pieces would take effect Jan. 1, 2027 only if the Cabinet approves them.

For recruiting families, the important point is procedural: these are proposals awaiting Cabinet action, not rules families should treat as operative now.

Fbs: More Off-Campus Recruiters And Person-Day Limits

The FBS Oversight Committee recommended a recruiting person-days model that would allow up to 300 off-campus recruiting person days during winter and spring recruiting periods and up to 50 off-campus evaluation days during the fall evaluation period.

The proposal would also allow as many as 16 program staff members plus the head coach — 17 total — to recruit off campus. Schools would have flexibility to designate those recruiters before each off-campus recruiting period.

The NCAA said the committee requested expedited Cabinet review so the model could take effect Jan. 1, 2027.

Fcs: Fall Evaluation Could Become Contact

The FCS package goes further in one way that directly matters to prospects. The FCS Oversight Committee approved a proposal that would change the fall evaluation period to a contact period.

That distinction matters. An evaluation period and a contact period are not interchangeable. A contact period permits in-person, off-campus recruiting contacts in addition to evaluations, subject to the applicable rules.

The FCS proposal would also permit up to 16 institutional staff members plus the head coach — again, 17 total — to recruit off campus and would move to a recruiting person-days model.

Transfer Window Changes Are Also Pending

Both the FBS and FCS calendar packages include a proposal to shorten the January notification-of-transfer period from 15 days to 10 days, beginning with the first business day following Jan. 1.

That proposal is also awaiting Cabinet approval before it can take effect.

For athletes considering a transfer, a shorter window would make preparation before the window opens more important. Athletes should not wait for a proposed rule to become final before organizing academic records, eligibility questions, film, financial information and a decision framework. But they also should not act as though the 10-day window is already law.

Why This Matters For High-School Recruits

More staff members permitted off campus could change how programs divide evaluation and relationship-building work. A person-days model could also give staffs more discretion in when and where they deploy recruiters.

For an athlete, however, more recruiting capacity does not equal guaranteed attention.

Families should still distinguish between observable recruiting activity and verified program interest. A coach viewing a game, visiting a school or making permissible contact is useful evidence, but it is not the same thing as a written offer, a defined roster role or confirmed financial terms.

What Families Should Not Do

Do not tell a prospect that the NCAA has already approved a 17-person off-campus recruiting model for 2027.
